It's true, but just one of them is enough to break the game... Well, at least make bread is somewhat laborious, but with pine bows you only have to buy the wood at the store, and this is renewed over time.

-In addition to rebalancing prices, increasing requirements in breadmaking :
2 Ripe Wheat = 1 Flour
2 Flour = 1 Dough
...
well, real life scale wise is odd ...
1 good Wheat plant can actually make 2 dough ...
and a Dough can make several bread (if being rise with yeast) ...

tough in your scale mentioning, it will be too hard on early game if you choose HARD without reducing Food and Water requirement ...

unless you tried to plant wheat for 2 day and goes starving ...
(stay alive with drinking water to null HP damage)
