[Eating] Consuming until Belly is full does not fill Hunger bar

Steps

1. Eat items that restore low Hunger amount until "Belly Full" text scrolls
2. Access Character panel
   

Results
Notice the Hunger Bar is NOT full
Notice the Food Ate Bar is full
Edible items can no longer be consumed

Expected
I would think both these bar would be the same (and redundant); e.g if your belly is full, you are no longer hungry.

The Thirst Bar does is not populate the Potion Drank Bar, but drinking other items (e.g. Beer, Cider) populates the Belly Full Bar
