[Shopping] Cannot sell when Merchants Inventory is Full

Steps

1. Find a Merchant who's Inventory is full or sell unique items to a Merchant until Merchants' Inventory is full
2. Sell valid items to Merchant
   

Results
Items are not transferred to Merchants' Inventory
Merchants' Inventory is never refreshes allowing for new space in Merchants' Inventory

Expected
One or more of the following:

• Merchants' Inventory should dynamically increase
• Merchants' Inventory should refresh
• Merchants' Inventory should have a "Sell Back" panel
• Merchants' Inventory panel should be larger
  

Notes
NPC Brown is a good test example because his Inventory is full by default
